Honestly, every chapter just confuses me in at least one way, sometimes up to three ways.
The fundamental premise is that a female Japanese teen (I'm assuming 18, but it's unclear) who is high achieving and class president dies tragicomically. She reincarnates as a boy in a fantasy world, and all he (?) can think about is how to change back to a girl.
This is literally all you need to know about him as a character and for the plot of this novel. Both are tragically one-dimensional in ways that just don't make sense. He doesn't given any thought to how he's going to deal with everyone who knows him if he succeeds.  He doesn't given any thought to what his occupation is going to be, or how he's going to live his life.  After 12 years, he still isn't used to going to the men's restroom. Like his blinding attitude is that as long as he can become female again, then the rest doesn't matter. Everything he does is towards that one goal, consequences be damned.
Not that it necessarily makes sense. He's an absolute genius at magic, and yet he can't figure out a solution himself.  So his plan is to do research at the magic high school. Now, admittedly it's another world, but I don't associate high school libraries with cutting edge research.
On the other hand, is he a genius? The story has a lot of tension about that. On the one hand, he's frequently contrasted with regular magic practitioners (and dragons) and he wipes the floor with them.  On the other, he somehow manages to get into fights with other geniuses that genuinely challenge him.  Which makes the dragons scene more confusing.
This is a story written in the style of an English translation of a Japanese light novel. There's a lot of time jumps in general, with the audience left to fill in what happened. The first 9 chapters or so are an episodic look at him growing up and mastering magic with his isekai and class president superiority. Then he goes to magic high school, and it kind of just stalls and the story goes
