  While the content of events is intriguing, and the setting well-described in the sections that read smoothly, that's about all I can say at this point.  The timeline is jumpy, there is very little actual event flow from one chapter to another, and characters seem to be thrown away almost as soon as they are written, only briefly mentioned again as an aside in a passing thought.  The two perspectives don't really coincide very well, and seem like they would be better written as two separate series set in the same timeline, with the MC of each series being one of the two POVs.  I hope the author takes the time to go back and re-read their work, maybe touch up the transition between chapters, and strengthen the association we seem to be intended to perceive between the two POVs.  This story really does have potential, but needs serious editing and revision to smooth things out.
