Waver Cove is a disgraced son of the military class, living humbly as a commoner with his childhood friend, Valor, who ran away with him. Valor is a dragon, a powerful tamed beast -- or so most think. In reality, dragons are sapient, with language and interiority.

Waver alone can talk to dragons. He is privy, like no one else is, to their inner lives and struggles in servitude.
