A pair of assassins terrorize the noble class of the planet Liberna and are hunted by the Guardians, each of which have their own hang-ups and secrets to hide. On Earth a vigilante known as the Claw with strange powers is easily escaping capture. And above all a strange Puppeteer is pulling the strings.
