    As the author says this is derailed from a prompt, but it does have a premise and goes to what amounts to an evil plot. Unfortunately, the characterization of the council bogged down and took up the actual space of the premise to the point that it is a bit difficult to follow. Given the different species and of the plans here, yes we have some basis, but it just feels a bit lacking as the focal point is on them instead of their plot.
