From what you've written so far, it's really good! Loads of world-building and lots of different characters. But that might be slightly confusing for your readers because you get given a lot of information at once, and then in the next chapter, you get yet more information about something completely different.
I can get that, you've got a lot of information you want to write down, but I would suggest breaking each of your first few chapters up a bit more.
I don't tend to read much fantasy, but the tier systems and different leveled spells remind me of when my boyfriend plays Dungeons and Dragons so I got the point.
As a Classist myself I loved your Classical references, Asclepius, quoting Ceasar. It's great!
My only real problem is possibly the overuse of capitalization. Whenever one of your characters is shouting it's all in Capslock. I don't know if this is normal for this genre of writing of course, and it's just a suggestion.
