This is pretty much a worldbuilding dump as a prologue so that makes this tough when there is no story to go along with it. The fantasy races are pretty typical with no real big differences aside from the idea that the cut ears would be passed down and that raises a bunch of questions, such as no-ears being a logical end. It is not bad, but it doesn't do something really unique and as a prologue it sort of falls into the same traps.
