Neon Wings

The theocratic Congregation has taken over Nocturne, cursed it with an eternal night. Its Watchers blot out the Sun, and the Priests that make up its ranks continue gathering the city's inhabitants in attempts to convert them to loyal slaves of the Congregation. But how are Watchers created? Priests? What does the Divinization process look like for the Congregation, or for their victims?
