Their purpose: to establish the EURUS Intelligence and Security Committee (EISC)— the world's largest neutral intelligence consortium — tasked with preserving global stability and combating terrorism in this new era.Maintaining strategic neutrality, EISC operates through clandestine liaisons with MI6, CIA, Russian intelligence, and analogous agencies. Its operations encompass high-value target elimination (contracted by national agencies), hostage rescue, asset protection, and counter terrorism — operating deftly in the gray zone between law and chaos. Those who execute these deniable missions are known as ​Grey Runners.

The story tells of a Grey Runner named Frank Worden, also known as the Ghost Wolf, who experienced events from 1996 to 2013. Frank left SAS and joined EISC, working for the world's most powerful neutral intelligence organization and experiencing many bizarre events.
