Centuries before the events of "White fawn, black deer", the Saencteeyesune alliance of nations was formally established. Here at this table, the terms were established, with each Haion deity agreeing to them... officially, at least. They each have their own,varied,opinion on the matter. With the one who inserted herself at the head of said table allowing no open discussion of these concerns.
