False Government

A man, Sean, living out his life is hired by Felix, an information broker, to look into a new group of people who have been making waves in both the underworld and the laity. this new group meets in secret and it's Sean's job to find out who they are and what they want after many have failed in the past and his superiors want desperately to see that this job gets finished.
