The pacing seems a rough because there is so much knowledge and its kind of packed together, one after another. The story does seem interesting though so I am excited to read on. Also the use of big words and sort of high-end English kind of offsets the reader. I think besides that its really good for a prologue cause it gets the reader deep into the law and world building.
