A world where there is a... I guess a secret police. That tries to straighten people out to have a great society.
Although there some major logical jumps.
Such with waiting 5 years before appearing. Letting suffering happen on their watch. A bit hypocritical. Trying to give them empathy while just watching on the side. Not doing anything before the due date.
And second. Empathy is an ability so to speak. It's something to be developed over the course of life. So you can't really blame someone who has low empathy.
It's the same as saying that talent is required. And having no talent. What are you supposed todo? Gather enough experience? Who has the time for that?
